You've placed the components in the PC part picker. Regarding the bare minimum, can it run Skyrim Special Edition?

You seem to have quickly reviewed the specifications online and memorized the details. For budget options, consider an older HD 6950 or similar. An E5k/X5k series Xeon would also work fine.

I had trouble locating a motherboard that supports USB connections on the case, and I was also looking into some suggested graphics cards. Would a R7 240 work?

I wouldn't choose the R7 240—it's a terrible card that really wastes money. As mentioned before, an HD 6950 works well. If I'm looking for something better, I'd opt for a 1050 Ti or an RX 460.

He has 16GB of RAM with an R7 240 and performs well on demanding games. It might handle titles like Battlefield 1 even if the specs are a bit low. Likely not Crysis 3 or Titanfall 2, but it should run smoothly at the suggested requirements. Quad-core processor, 3.1 GHz AMD Phenom, 16GB RAM, 2GB Radeon R7 240.

It seems the system should work fine with 8GB RAM, and even 4GB would suffice. A stronger CPU and GPU would be better for this game, as it's a shooter. While high-quality play isn't necessary, higher FPS is beneficial.

Yea. He uses it Professionally for Photoshop But also plays DDO and talks on Gamevox with it. I think its overkill for what it does. Though his integrated GPU when he bought it was crap. BTW Its a 2009 HP Pavilion. The only thing original is the motherboard, hdd,CD jack, and Windows. He upgraded another 8GB RAM and a R7 240 that he found on EBay, and now is a BEAST.

If you consider the R7 240 powerful, opt for a solid mid-range graphics card such as the RX 480 or GTX 1060. You’ll be amazed.

It's exactly what I'm looking for—Photoshop with MAX performance at 60 frames per second, VSync enabled.
