That’s confusing. "Throttling" means the CPU slows its clock speed automatically, but with AMD Precision Boost it can exceed rated speeds if cooling works. I think your CPU isn’t reaching its full potential due to high temps, so some see that as throttling. If temperatures climb consistently above 100 degrees, you’ll definitely be throttled. That’s why I’d recommend a better cooler if the issue persists. Right now it’s acceptable but not optimal.
