Performance features include FXAA enabled, MSAA at double speed, maximum population density, top texture quality, high shadow clarity, and very detailed shadows. Reflection is ultra-reflective, water effects are clear, grass looks exceptional, motion blur is minimal, and depth of field is rich with anisotropic filtering and advanced anti-aliasing settings.
Yes, with that processor you could see some textures loading in high resolution until you're very near them. That's what I experience on my Pentium G3258 at 4.8GHz.
