It seems the 3900X has roughly double the cores compared to the 3800X, but both should work just fine. I’d go for the more affordable option to save money. Edit: Consider waiting a week before deciding on the next-gen Ryzen announcement.

It's almost the same. If you have an NVIDIA GPU, you'll likely use the NVENC encoder. That means you won't need a lot of CPU power. A 3700x should work fine.
