I guess we should get this out of the way: are you using only the ISP-provided device to do everything (router, access point, switch, etc)? Or do you have more devices in your network? If so, you should mention those, and tell us where in the network they are w/ respect to the PC you're testing with (e.g. is the PC directly wired into the router, going through switches, etc). Sadly, I suspect getting into configuration settings will be necessary, which is always the hardest online since you can't sit beside someone and live explain what each setting is
Switching to a wired LAN temporarily could resolve the wireless problems during troubleshooting. As the issues continue on the LAN, it’s advisable to simplify the setup while identifying the root cause.
