Since I started building my first PC, I've realized it hasn't always been the most seamless experience. My PS4 runs smoother at times, much like this. I'm using a Benq monitor set to 60Hz. My system details are:

Ryzen2600
16gb DDR4 3200mhz (2x8)
240gb SSD + 1tb HDD
RX 570 4GB
500w PSU
MSI B450

I can manage to play without too much trouble, but it still feels a bit rough and my frame rates are consistently above 60. I tried VSync, but it drops the frame rate below 60fps, which is confusing. Streaming is terrible too—I usually switch to the fastest preset, but I lose a few frames. The stutters are noticeable and not ideal.

Fortnite runs smoothly at over 200fps in 1080p, while all epic games are around 65fps. Streaming reduces performance by about 50fps for low-end setups and 15fps for high-end ones. Minecraft maintains around 80fps, with streaming at roughly 55fps. VSync helps Minecraft stay under 60fps.

when I play games without streaming I experience spikes less frequently. for example, in fortnite using a sniper it freezes and i die, or in minecraft breaking a tree causes a block to return like lag (this happens even in single player).

It's clear you're experiencing low frame rates in Minecraft. Have you checked if all your drivers are installed? That might improve performance significantly.

Make sure your GPU driver is up to date. If that doesn't resolve the issue, consider upgrading the card. Also, let me know your current obs settings and bitrate.

It's listed on the newest update, and I'm hoping to switch my card to an RTX 2060S. In Obs I use veryfast, which consumes only 20% of my CPU and has a bitrate of 6,000. My CPU usage stays under 60% most of the time, though it can exceed 80% when using the faster preset, which is why I only enable faster on Minecraft.
