3.7ghz gives identical outcomes, and my memory operates at d.o.c.p (xmp for amd) at 2800mhz.
Could it be my PSU? It's quite old and dusty, yet it's rated at 700W so...?
FPS doesn't always show if a PSU is failing. Your setup is performing well—200 FPS with the same CPU as others—so it's possible your motherboard and graphics card are better. Are they using different resolutions?
Higher the resolution, the less strain it puts on the CPU (more pixels to process, requiring greater effort from the GPU). Lowering the resolution makes it harder for the CPU to handle. Ultimately, a good CPU is ideal, and it will definitely cover those frames. I suspect the streamers you're watching have a better GPU for higher resolutions.

Your decision - which isn't even 2k - forces your CPU to operate more intensely than the GPU. That's because lower resolution means less demanding work for the GPU, as it only needs to process 1440x1080 pixels instead of higher resolutions. It will function just as it should, without extra strain.
My resolution is 1600x900, and I like it that way. My CPU has to push harder compared to 2k. Here, the GPU has to step up and handle the task (being the most utilized).
