I checked all configurations (RN Direct 12, full high settings) and the CPU was around 70%.

I really don’t understand the expected frame rate for these games on high settings these days. I assumed players used “competitive” modes with most options disabled, which is the standard way people compare performance.

I understand, the issue is that your GPU isn't using enough power. I've checked various settings but still see only about 10%.

Check the frame rate at low and high settings—80fps isn’t necessarily low. Also, confirm if your RAM supports dual channels.

they referenced CS2, though a CPU bottleneck wouldn't make it 100%. the game won't require 12 threads, which suggests CPU usage might not be the main problem. possibly RAM limitations or another factor could be involved.
