He’s been stuck on the BIOS screen after installing everything. He tried disabling global C states in advanced CPU settings, but that didn’t help. You might want to check if there are any hidden options or firmware updates for his AMD PC that could resolve the issue.

Uncertain what we're dealing with. He's stuck on a bios screen but can adjust cstates. He needs to press F10 to save changes and exit bios. If that doesn't work, reset CMOS and install a default system, then try overclocking again.
