B550 is suitable for your needs. A gen 4 m.2 and gen 4 x16 GPU will work perfectly on this board. The GNE 3 restriction applies only to CPUs lacking Gen 4 support, which is essentially an APU.

The documentation doesn’t reference 4th generation Ryzen storage anywhere on the specs. The B550 uses PCIe 3.0 internally, while the X570 supports PCIe 4.0. Both share four lanes, but the X570 theoretically offers double the bandwidth. The initial M.2 slot is always linked straight to the CPU via four PCIe 4.0 lanes. This follows Zen design principles. There are 16 PCIe Gen 4.0 connections from the CPU to the first PCIe slot (GPU), four to the M.2, and another four to the chipset. This setup remains consistent regardless of the chosen board. Manufacturers may adjust the configuration slightly—such as offering BIOS settings to split the 16 lanes into eight groups of four for additional M.2 slots—but the fundamental layout stays the same. If you require more than one PCIe 4.0 NVMe drive, opting for the X570 is necessary. Avoid connecting anything else to the chipset ports, as they limit the available four lanes from CPU to chipset. I’d say a PCIe 4.0 NVMe drive isn’t significantly faster in practice. You’ll likely pay a higher price for it. Also note: the X570 demands active cooling and comes with a chipset fan that’s often of questionable quality and unusually sized, making replacement difficult. It can also cause annoying high-pitched noises.

I'm really impressed with the B550. I went for it to cut costs, but maybe a lower-end X570 would have been better. Still, coming from an overclocked Z77, it's quite fast and easy to use. Clearing the CMOS often was necessary due to memory tuning, so a button would have been super helpful. 1.5 thumbs up from this person.
