It's not, I adjusted it. I'm pretty confident it's my motherboard limiting the temperatures, the GPU should be in the highest PCI-E slot.

Mobo shouldn't limit anything on the GPU. It can manage the CPU temperature, but not the GPU. Yes, the GPU needs to be in the highest PCI-E X16 port.

The likelihood of getting bad results twice in the silicon lottery is low, especially since you're using a different GPU and your motherboard supports the same chipset as your friend's.
