Hello, I have a 12GB DDR3 1333MHz system, but only 9GB is available. I tried using msconfig, but Windows resets the maximum memory each time it shuts down. All the RAM sticks seem fine, and the only solution so far is booting into BIOS. Could you assist me? Thank you.

8 plus 4 equals 12. What about the rest of the system?

Check the system specifications to find out the GPU's capabilities and ensure it matches your 32-bit OS requirements.
