AV1 isn't adhering to the fixed bitrate setting.
I've checked using GPU Screen Recorder and OBS, and AV1 consistently picks variable bitrate even when I set it to 12 Mbps. It seems this behavior is tied to AV1 itself rather than a specific OS or library.
The idea of using a "modern video codec" without actual data usage is unlikely to succeed. It serves more as a reference point rather than a practical tool. The real focus should be on visual quality, with current standards adapting around CBR modes. AV1 was created for offline tasks, not real-time encoding, and typically processes in two stages—like Netflix’s method of handling large video files efficiently.
This makes sense because the videos run at higher bitrates than I initially chose. It seems better to use HEVC going forward.
My preference is similar on Windows as well, though I usually choose variable bitrate. On any codec it seems.
