There’s nothing software-based that can stop a PC from turning on. To shut it down automatically, you can create a scheduled task that sends a shutdown command at a specific time. For example, you could use a smart plug like the Kasa Smart WiFi Power Outlet KP200 to control power remotely. You’ll need additional external hardware to prevent the PC from connecting to other sockets.
Windows 10/11 offers several parental settings. Although you can't disable the system entirely, you can set schedules, log the child out, and block access after certain hours. The child can ask for extra time when notified they'll be logged off (to save their work), and you’ll receive a notification about it so you can approve or deny.
