Uncertain if it works on mobile devices and syncs with them. It's my favorite program for PC use.

MediaMonkey offers solid performance, but for advanced organization, tagging, and similar tools you need to invest a bit. Music Bee is available for free, yet it appears less efficient for library management compared to MediaMonkey Gold.

AIMP3 is a convenient music player/software. Much easier than iTunes, and you can't install other players on it, but I prefer it for events and similar uses. iTunes feels too restrictive to me, though I still rely on it. Wow, he's back!

VLC handled the task for me; it isn’t the most organized method for handling a collection, but I still save everything to playlists.

If by mobile you mean a smartphone, then foobar2k and Bittorrent Sync together could work. You might need to handle some manual steps if you want to create playlists on your PC as foobar does, using exact file paths (such as C:\Users\<name>\Music\). Otherwise, you can use foobar's file management and let Bittorrent manage the syncing.
