The 6800k remains quite capable for gaming, particularly when boosted. Intel should address the temperature-related problems seen in the 9900k, as the bigger form factor of the 6800k simplifies cooling compared to its predecessor.

6800k is merely a 6-core, 12-thread processor with reduced speeds compared to the 8700k. It’s unclear why the 2700x isn’t considered an upgrade for a streamer.

The hardware encoder works well. Running at 4.4 means his single-thread performance is probably better than a Ryzen. It makes sense to choose another platform since using eight cores would justify getting a new Ryzen. You save money and can sell the 6800k instead. He can still deliver high-quality results, making the CPU power difference noticeable even without the hardware encoder.

It's been demonstrated that the RTX cards NVENC encoding represents a significant improvement over Maxwell and Pascal in terms of performance. There are still many aspects the OP hasn't explained clearly. For someone only doing basic twitch streaming, the quality benefits from the CPU upgrade may not be noticeable.

It won't allow me to push my CPU beyond 3.8GHz on a single core, it seems overclocking only works when using the bus, not the multiplier. I tested voltages from 1.2V to 1.35V and every time both hwmonitor and CPU reported it running at 3.6 on 5 cores and 3.8 on one core. Even though I set the multiplier to 39 on all cores and tried 40, it still didn't work. I have an Asus Rampage V Edition 10 motherboard and a H115i Corsair Liquid cooler. This shouldn't be possible.

I know that's an 8700K, but it's all Asus products. Look for the settings he talks about and change those. See if that helps. Before doing so though, do an F5 (restore optimized defaults)

Discovered the reason, removed the Windows update and it resolved the issue.
