Tor's speed can be slow because of its routing method. Including fake traffic would make it feel like using dial-up.

TOR is currently sluggish, and increasing traffic as mentioned by @Alex Atkin UK could further hamper performance, while TOR itself isn’t completely secure. A VPN would help.
