I recently set up Intel Extreme Tuning Utility to attempt overclocking, but when it prompted for a restart, I did so and my PC has stopped starting altogether. The fans are running normally, yet the monitor displays only a black screen with no signal. I've removed the CMOS battery for 1 minute, 10 minutes, and an hour, then reinserted it. I also changed the BIOS configuration jumper pins from 1-2 to 2-3, exposed the third pin, and used a USB drive with BIOS recovery files, but still only get a black screen. Any advice? My motherboard is an Intel DX97TO.

So, does it sounds like the computer is booting, but you get no video. Have you tried plugging the monitor into your motherboard rather than the GPU?

It operates smoothly.
Unfortunately, my motherboard lacks a monitor port.
