I used QFlash+ to install the new BIOS successfully (followed the correct steps with the right lights and turned it off at the end), then re-seated the CPU, reinstalled the cooler, and installed one stick of 16gb RAM in the second slot from the left. I reset the CMOS by removing the battery and holding the start button for 30 seconds. After waiting 5 minutes, I put the battery back in and tried to boot the computer again, but the same issue occurred.
I plan to return the board for an RMA since it's still under warranty.

The issue was resolved through a motherboard RMA. Initially, I couldn't determine if the CPU was the cause, so I contacted Gigabyte who sent it back without any explanation. After receiving the repaired board, everything functioned correctly. I tried removing my 1060 and swapping it for a 4070, but the motherboard still worked fine. It seems either replacing the GPU caused damage or a physical issue occurred during the swap.
