After rebuilding, you should reinstall Windows completely if you used the M2 drive from the returned motherboard.

You don't have to reinstall because you'll remain on the same system.

It's possible the noise may decrease gradually with use, but it depends on the component quality and usage conditions.

I'm not suggesting it's unattainable; no research confirms a definitive path. Yet, I don't perceive any evidence pointing toward it happening. Throughout my experience, the boards I've used have consistently complained. It might intensify over time because the materials meant to dampen coil whine during production can eventually fail, though this hasn't been observed in my own setup.

It's possible your fortune could be quite poor. There could be other factors in your environment that trigger the setup, such as a generally dirty power supply, though I think your luck is pretty bad.

Could the issue stem from the RM1000x PSU? I changed to a borrowed RM1000e, yet the noise remained the same. It’s unclear if using a PSU from another maker would make a difference.

In theory, a poor PSU might show bad voltage ripple, but the RM1000x and e are both excellent, making the chance of both failing extremely small.

It seems I’m likely receiving my third motherboard for this PC this time. I plan to send it back for a different brand such as AORUS or MSI, which is a shame because I really enjoyed how this board looked. Unfortunately, I can’t tolerate the high-pitched noise even when the system is idle.

Third-party cablemod cables might contribute to coil whine. General cables can also play a role in causing motherboard whines. The recent ASUS BIOS update that lowers SOC voltage to 7800X3D CPUs could potentially be linked to the issue.
