Asus performed aggressive overclocking, while Corsair's H1 V2 overheated the CPU. Installed a new thermal paste, turned it on, and the PC started to heat up, reaching temperatures around 60°C and higher.

Could you please include more information? Full PC specs?
60C isn't overheating - 100C is overheating. 85C is ok, if a little toasty.

System overheating required replacement of the cooling system. A new one is now installed and listed among the upgrades I've made.

MOBO- Asus (republic of gamers) Rampage V Extreme x99 Chipset
PCU-Intel Core i7-5960x
Seagate Barracuda 510 M.2 2280 250GB PCIe G3x4 NVMe 1.3 ssd
Graphics- EVGA geforce GTX 970
Cooling- Corsair Hydro Series H115 i RGB Platinum
Power Supply- EVGA SuperNova 1300G2 80+Gold
16GB Ram 32
32-64 System
Currently running Windows 7 Ultimate, attempting to upgrade to Windows 10 Home.
Swapped out the dead CMOS battery.
Overclocking problems persist; I'm clearing partitions to reinstall Windows 10 Home.
The issue occurs during overclocking: after the Windows 10 download completes, it fails to reset and enters an OC failure state.
