I’d leave it on Auto. I’d make sure the cooler is correctly installed on the CPU and check the BIOS for minimum fan speeds. If the CPU is idle, changing the voltage from 1.3v to 1.4v won’t matter much—at idle it uses under 10 watts, so even a small change would add less than half a watt. This wouldn’t raise the temperature above 90°C. Poor thermal paste application usually only shifts temperatures by a few degrees.
