I suggest ShadowPlay, though I can't because of your AMD setup. They're releasing new updates soon, but in the meantime I'll look into options for you.

For clarity, in my videos moving quickly causes blurriness, but standing still restores sharpness.

Adjusting this setting causes the video to become very unstable. It’s hard to capture clean footage without it appearing blurry or uneven. Even with OBS set for the game resolution, the issue persists.
