Hello, I recently got a new PC and am checking if my CPU has been overclocked and if the RAM speed is appropriate. I ran CPU-Z and D/L and concluded that my CPU isn't overclocked, so anyone can confirm this before making any changes.

If this is brand-name (Dell, Lenovo, HP etc) PC, chances are it has not been overclocked just because these PC are not designed to be overclockable.
The CPU itself does not "store" info about whether it was pushed or not.

Obtain a similar utility as CPU-Z to inspect your system's parts (CPU, board, RAM). Search online for the specifications. By comparing the CPU details with your current setup, you can determine if it has been overclocked.

Entering bios and resetting everything to the default settings will lower the clock speeds if adjustments have been made.
