You recently assembled a sleep mode PC using a Dell Optiplex 790. After powering it on, you managed to access the BIOS and adjusted the RAM speed but made no other changes. You saved your work, shut down the machine, and connected a flash drive with the goal of booting back into the BIOS and then launching Windows normally. When you tried again, the BIOS failed to appear. The keyboard issue appears unresolved—lights don’t cycle as they did previously. If the frequency isn't steady when starting up, accessing the BIOS will require resetting the CMOS battery to clear it. When the system fails to pass DRAM validation during POST, PCI setup won't occur and your USB devices won't function properly.
