I believe you're dealing with a patch panel setup. You should probably get a networking switch and figure out which cables connect to useful devices. Link the gray cables to the switch, then connect one of those to the router, and you should be all set.

It seems this configuration is designed for a specific purpose. I’m not sure it was meant to be removed and replaced with your own setup.

It's a distribution board that handles video, phone, and data streams based on the version. Try locating the model number and searching online.
