It's unclear what you're referring to, but the Ryzen 4000 is expected to use a 7nm Zen2+ process, making it an upgraded model compared to the Ryzen 3000. The latest information suggests it might be released in the second half of 2020.

Zen 3 includes engineering examples, and X670 is in development with a late 2020 timeline. It’s hard to imagine removing the fan from the X570.
