It’s better to lower the version to 1.0.4.0. You might need to reinstall everything, but it’s worth the effort. This is the preferred build for modders. The ultimate vehicle pack with its own installer also includes traffic fixes, which hurt performance even on a 980. My suggestion is to remove GTA, reinstall, follow the link, downgrade to 1.0.4, and add mods without using the traffic fix. Skipping it and choosing car packs will lead to traffic full of taxis, creating another choice. Either way, 1.0.4 is ideal for modding.
Consider trying the game through a lot of experimentation. Save your setup directory in the c/program files (86)/steam/steamapps/grand theft auto iv folder. Copy the relevant files and place them in a fresh location without any mods, so you avoid needing to reinstall everything.
It remains challenging for GTA IV to manage so many textures being loaded. Attempting to install texture packs, car packs, and ENBs simultaneously would cause glitches since the game struggles with this load. By the way, using CryENB v3 for GTA IV has improved performance significantly and made the game run much smoother!
