Your download and upload rates aren't related to your ping. Ping tracks latency, which is how far apart you are from the servers. Being far from the server or using WiFi can cause problems. Another possibility is the server is busy with traffic.

i am connected with Ethernet cable, 3 weeks ago everything was okay and now not, for 3 weeks i have this problem, only thing i have changed was the name of my wifi, idk i didn't touch anything in modem settings only changed wifi names

Ping relies mainly on how far you are from the server you're talking to. Extra delays come from other servers in between, like your internet service provider. If these servers are busy, they might send data slower or faster. Routes can also change, sending packets through different paths and affecting latency. Most factors that affect ping are beyond your control. The best you can do is pick a server near you.

Consider switching your DNS providers from your internet service provider to a public option such as Google or Cloudflare. I've often faced issues with outdated records that led to significant problems.
