Yes, having three USB 3 ports allows it to work with USB 2 if you use a converter.

the components on the back of the motherboard aren't connected to a header on the board, so skip those for now. the two inside the case are the ones you'd connect to that header, and it's likely the three above the ports are for USB 3.
