CPU: Ryzen 5 3600x (used from Ebay)
Motherboard: MSI B450m Pro m2 Max (used from friend)
RAM: 32gb Trident Neo DDR4 3200 (used from friend)
SSD: Crucial M.2 PCIe Gen 3 NVMe 500GB (used from friend)
Power Supply: EVGA 500w 100-w1-0500 (used from friend)
GPU: GTX 760 2GB (used from former system)
Tested on Motherboard Box With ESD Bag Issues I am Having Not booting to bios EZ-Debug LED is White On CPU
Troubleshooting Steps I have taken (No Effect): Reset BIOS Battery Used Different Power Supply (Known Good) Re-Seated CPU
Synopsis: I suspect this might be my fault for assembling a PC with nearly all used components (only CPU cooler is new), but I lack funds for a replacement. Most items came from friends upgrading their motherboards and RAM. The motherboard seems to be receiving power, RAM lights up, and CPU/GPU fans operate normally. The manual indicates white light means "CPU not detected or failed." It could be the CPU itself, but I don’t have another unit to test. Any guidance on next steps?

Did it function when you tried it on the motherboard enclosure? Are you sure it's not being tested inside one of those metal ESD bags? That wouldn't be ideal. ESD doesn't mean 'non-conductive'; it's actually the opposite. These bags are meant to be conductive. Putting a board on top of them is definitely risky.
