It might be a thermal mapping issue. You can always adjust the fans to a fixed speed using Afterburner or something like that. Also, monitor the temperatures closely.

I'm not sure if it's the CPU fan or GPU fan, but for older Ryzen CPUs you can see the fan speed change based on temperature spikes.
