Use the media creation tool to generate installation media for Windows. Insert the USB drive into your new computer after installing Windows 11 on the SSD. Once the OS is running, insert the HDD and complete the setup. Your data should now be accessible on the hard drive. Retrieve your license number from the old machine if needed before activating the new system. Search online for instructions on obtaining it.
This could relate to a Legacy vs. UEFI compatibility problem. Many older boot devices used different protocols, and some CD/DVD readers also support that. The legacy boot function works properly with Windows up to 8, but not with 10 or newer versions. If you enable legacy boot and enter Windows, you might be able to upgrade to a newer OS, though you may need to use a USB drive and format it as a UEFI device with different boot sectors.
I managed to configure most of it. It was challenging because I had to install all the required drivers on another machine and transfer them, but it was completed. There’s one remaining problem: when I connect the old hard drive, it picks up data but I don’t see everything I had—just certain items, which isn’t a major concern. I was expecting to access my installed programs and saved files, but I’m confident the HDD is still functional since some previous data appears.
