It seems my CPU is reaching 100°C with the Noctua nh-u12s cooler. Running at 13600kf with XMP enabled, I had to adjust the voltage manually to 1.28 because the stock setting caused the VCore to spike to 1.52v in hwinfo64. I'm running the newest BIOS on my motherboard, but I'm not sure why this is happening. The thermal paste looks good, and I've shared a hwinfo image after one Cr23 run.

You can trade as low as 1.1v on stocks and 100c is typical.

It fails when I try 1.28v. Possibly I missed the silicone lottery. Updated: double-checked 1.1v, edited December 21, 2022 by T0MMEN for testing.

The system appears stable with no issues reported in hwinfo. However, your CPU cores remain locked at 5.1GHz and 3.9GHz despite Windows Power Mode being enabled, which is unusual.

Are you asking about the balanced mode power plan?

It seems you're questioning something a bit odd. Would you like to clarify what you mean?

In power-saving mode the CPU slows down, I attempted to reset the balanced power setting but it didn’t respond. It only works when in power-saving mode.
