The installation shows 16.0GB available. A small 0.1GB portion is set aside for system operations. To fully utilize the entire 16GB, you’d need to remove an operating system, which would make your PC much less functional. The system is operating correctly, with no issues or reasons to adjust anything.

In fact, the reservation comes from your hardware. One of your devices is taking up space. It’s likely that Intel integrated graphics are using 128MB of your 16GB RAM. You can check the BIOS/UEFI settings to disable them if you don’t need them.
