I need a brand-new gaming PC and am throwing my current one over to my wife. She mostly plays older games, though she will sometimes try out some newer ones now and then. Should I just upgrade what she has so it stays modern, or should I get her a whole new build? Here is the PC I have right now: https://pcpartpicker.com/list/QX7Kgn

You need a graphics card, since none was listed. It depends on what you pick for the GPU, so maybe your power supply needs an upgrade too. Otherwise, everything else is pretty good to go with it.

How old is your power supply? If you want to pass the RTX 3070 to your wife, you need an 850-watt power supply that has been built well for reliability. This is because powerful graphics cards like the RTX 3000 series cause big spikes in electricity when they run hot. Basically, after that, there isn't much room for upgrades until you decide on a more expensive computer system. I moved this advice from the Components section to the Systems section so it's easier to find later.

The power supply unit is probably around four years old.

Why bother trying... it works that way, so it's okay to leave things as they are.

You're giving way too much when it comes to Her requirements. I guess you could make something less expensive, but why? Also, buying used components doesn't always give you what's needed. Be grateful that you have an old PC sitting around so you can build a fresh one up later.

Well, it is still a really strong setup. Your wife probably won't mind it for the next couple of years, particularly if she's using high-end graphics and doesn't do heavy gaming on everything all the time.

To play AAA games, I'd get a graphics card (GPU) with lots of VRAM and a solid power supply if you can afford it. It all depends on your budget.
