I'm looking into the configurations you're using and the hardware specs to help boost your FPS. Your current range is around 30-60, with 16x scaling and TXAA enabled at 9Gbps. You mentioned textures need high quality, so I'll keep them that way.

I would apply GeForce Experience and allow it to "optimize" itself, then make adjustments based on your preferences.

Use the NVIDIA experience options for the best performance. The GTA in-game RAM slider doesn’t help much. On a GTX 770 with 2GB RAM, setting it to 4K with all high settings makes it run at about 50 FPS. But the in-game VRAM display shows only 3.5GB used—about 1.5GB more than your actual memory.
