You're experiencing occasional small white dots appearing briefly on your screen, especially under stress. The issue seems to be consistent across different setups, suggesting a hardware problem rather than just driver issues. Your monitor and HDMI cable are functioning properly elsewhere, so the likely culprits are your motherboard or GPU. Trying driver reinstallation and reseating the GPU didn't resolve it, which points toward a possible defective component.
Verify your GPU isn't overheating. Are the fans working properly or blocked by dust, cat hair, etc.? If the GPU looks clean and temperatures are normal, it might be struggling with heat. Could swapping GPUs between the two PCs help determine if the problem is on one unit or the other?
Which graphics card is installed? Is the GPU experiencing any performance tweaks? Even if it's a standard model, are there signs of overclocking? If it's a regular unit, does it draw additional power from the power supply or is it connected straight to the motherboard?
It's an RX 6600 running the newest drivers. I boosted its speed for about two minutes before resetting it to the default clock rate.
I used AMD's auto-detect driver installer, which installed the pro drivers (odd), and there are no more artifact issues now.
