It's common for a 40-player server to run at lower frame rates, like 15-25 fps, compared to single-player performance of 55-65 fps.

Reduce your preferences and consider a refresh. Though a typical decrease occurs, upgrading could be beneficial if it bothers you.

I usually see around 10 frames per second in a 64-player game, but with single-player it jumps to 60-70. I believe the reason is that your setup has too much activity for your device to handle smoothly.

CPU performance significantly boosts Arma 3 experience. Your 8350 setup feels typical for FPS, but I noticed stable 15-35 FPS with life mods on 100 players. Switching to a 4690k now gives me 30-60 FPS on the same server, which is much smoother. My gameplay feels much better with the newer hardware.
