So, I run GTA on low settings and many other games with low settings, but during heavy loads my CPU and GPU never really reach 50 percent. I’m curious why this happens and if anyone else experiences the same issue. Is there a way to improve performance without changing the power plan or selecting the maximum performance option in the control panel?

Why run GTA on low settings? Your computer can handle it at most 1080p without MSAA and other features. It’s likely you can achieve 80 fps on the highest settings, which means the GPU isn’t overloaded and the CPU stays around 50%—that’s perfectly normal and not something to worry about.

Increase the detail settings, and your GPU consumption will rise while CPU usage could decrease. It looks like the settings you're using are incorrect. A minimum of 2666mhz is suggested, and it might be possible to overclock your RAM without problems.

Can the GPU be stuck in 2D mode? Verify CPU-Z and GPU-Z for current frequencies.

Low settings reduce GPU load which is normal behavior. You aim for minimal CPU activity, but it naturally decreases as well due to reduced detail requirements.
