The USB drive is formatted with a type that supports larger files. For instance, exFAT is recommended over FAT32 since it allows files up to 4 GB while keeping compatibility. The Media Creation Tool will manage the formatting and ensure the drive is bootable. Simply uploading the file isn't enough; the process must write the data and prepare the device for use.
