You'd need to upgrade everything, an APU would limit a high-end GPU. A 650mm monitor would also cause a bottleneck with a fast processor. Running Crysis 3 would still be challenging; it uses the same engine but will likely be more demanding due to texture quality and distance settings.

Lack CrysPro 3 but own CrysPro 2. Don't recall precise FPS, but I recall using 1080p.

From the community discussions, running at around 30fps is possible, but it's unclear if your CPU will have an impact.

I doubt I’d invest much in improving a title that hasn’t been released yet. Requirements and visual settings will probably shift significantly. Right now, the game offers very little content.
