Recently, I upgraded my setup with a new computer—essentially just swapping out the graphics card—and purchased an i9-13900KF. After watching tutorials and reading online guides, I attempted to lower the voltage as recommended in Cinebench R23. The results were mixed: during throttle tests on multicore mode, temperatures reached about 100 degrees quickly (around six minutes), which was noticeable. Even under stress, performance stayed stable across various tasks like Blender rendering or gaming, with max temperatures around 70 degrees after extended high-load sessions lasting two hours.
However, once I adjusted the voltage to -0.050 to -0.065 with XTU from Intel, things began to deteriorate. The Cinebench score dropped significantly (from 39k to roughly 34k points), though this wasn’t too concerning given my previous i7-9700K which scored around 9k. Thermal readings remained acceptable, peaking between 87 and 90 degrees.
Gaming performance also changed. Before the voltage adjustment, I achieved about 90 FPS in The Witcher 3. After lowering the voltage, this remained steady, but I experienced strange stutters, screen freezes, and micro-lag intervals of around ten seconds. Thermal performance stayed consistent regardless of the adjustment.
In summary, after reverting to default BIOS settings, aside from the Cinebench temperature issue, everything seems normal. My games run smoothly, and there are no noticeable stutters. So, am I safe, or could this affect my CPU?

You won't harm the CPU because it reduces performance and stops exceeding that threshold (~100°C) for safety. The important part is staying within the safe range when not under stress, so everything is fine.
