Even after uninstalling the UHD pack, the issue persists. On a 60Hz 4K TV, the drops become even more noticeable—consistent between 18 and 30 fps, regardless of resolution settings. The problem is clear: nothing much changes, but the performance is poor.
As for the other game, I suspect it’s related to age, and I keep seeing frame drops in Warcraft 2.

Well if you don't have your graphics drivers that would make sense according to userbenchmark, you might already have some installed. Just update them possibly, but that shouldn't cause this problem—it seems more like a lag between the CPU, GPU, and RAM, which usually points to chipset or driver issues, including CPU problems, socket issues, PCIE dimming, or sockets.
