The issue with a used 3080 is that these cards were extensively used during the 2020-2022 GPU shortage. Owning one might mean it won't last long, as the miners are likely still selling them in bulk for their operations.

I remember AMD having a feature named havok. It might have been a collaboration with them. However, I believe it was intended to be the solution for physx at that time.

I understand the concern, but it's possible you might end up with just the basic card without any extras, like the adapter.
