Click right-click and navigate to playback devices. Select the relevant device and turn it off. Disable only those you don’t plan to use.

You can turn off Steam's own service and still watch streams over a network with audio enabled.

It's either turned on or off. You can also tap "Choose Playback Devices" at the top to hide the options and display just the main device.
