It doesn't address my question directly; it just mentions the next installment in the lineup, referencing DiRT: Showdown. Some people's advice today seems pointless. I did my own investigation (thanks for your patience) and think CodeMasters is aiming to connect back to the origins of the Colin McRae series.

I recently watched several YouTube videos and found one reviewer calls it an authentic rally simulation. He compares it to a high-quality flight simulator but focused on rally games. He also notes that the overall production quality is very refined.

The Colin McRae line has never been linked to simulation games. It might just be another spin-off, similar to Dirt Showdown, which appears in the series despite lacking a rallying track.
