To clarify: Open System Properties → Advanced → Performance → Settings → Performance Options → Advanced → Virtual Memory. Change the size to a custom value roughly 2.5 times your RAM. For example, with 32GB RAM, set both to 80000MB. I do this on all my Windows machines because I run many programs at once and want to avoid slowdowns from a small swap file.
It isn't using extra memory, it's adjusting the pagefile size. Keep it set to automatic, especially if your system feels sluggish with 32GB of RAM.
