Which specific model are you referring to? There are numerous Razor Blade 16 versions.
At first glance, your 1% lows are below 60. This is the stutter.
Does adjusting game settings lessen the stutter? Is the laptop g-sync functional? If yes, what occurs when G-sync is active? Do you have an external monitor to test on? Does the outcome match?

It's the 2024 model, 4080m and I9-14900HX. G-Sync is disabled and the stuttering continues even with an external monitor. The issue is that the 1% low value is too low across all games I play. I plan to perform a complete Windows 11 reinstall and will provide an update. 👍🏻

What temperatures are being reached on the CPU and GPU during gaming? You can use Throttlestop to perform a benchmark and check for throttling that may cause stuttering. Does Gsync enable, stop the stuttering, or reduce it?
