Seems like heat burn marks. But that won't be visible once the laptop is completely assembled.

I think it might be because of the feet sweating and the moisture moving onto the laptop; she often places the device on her feet or uses a blanket while doing so.

Unlikely unless feet are wet and against the laptop's air intake. If that happens, internal liquid damage could occur too. As I mentioned, it shows heat burn marks, which may result from blocked air intakes, dust-filled cooling units, overheating hardware running near 80°C, or insufficient metal thickness causing discoloration. Placing the laptop on a blanket is not recommended because it restricts airflow, leading to excessive heating.

the temperature stays between 65 and 70 degrees, i monitor it closely. However, there might not be enough air. He doesn’t invest much in his work.

Regardless, it doesn't require extreme heat to change the color of a thin sheet metal piece.
If the heat bothers you, you can swap out the whole cooler. During that process, you'll also get a new cooler with clean internal parts.
